National Industrial Policy (NIP) Overview

The Federal Government of Somalia, through the Ministry of Commerce and Industry (MoCI), has designed the National Industrial Policy to transition the economy from traditional subsistence to a diversified, export-led industrial state.

Strategic Pillars:

  • Value Addition: Moving from exporting raw materials (livestock, crops) to processed goods.

  • SME Support: Providing technical assistance and access to credit for local manufacturers.

  • Infrastructure: Developing Special Economic Zones (SEZs) and industrial parks with reliable energy and transport links.

  • Regulatory Reform: Streamlining business licensing and protecting intellectual property to attract Foreign Direct Investment (FDI).

Key Industrial Sectors

Somalia has identified five high-priority sectors based on local resource availability and market demand:

  • Food & Agro-Processing: Transforming raw livestock, milk, and crops (sesame, bananas) into packaged, shelf-ready products.

  • Construction Materials: Development of local cement, brick, and glass production to support the national urban boom.

  • Textiles: Revitalizing the cotton-to-garment value chain, leveraging historical expertise in weaving.

  • Fisheries Processing: Establishing canning and cold-chain facilities along the 3,333 km coastline to process tuna and lobster for international markets.

  • Salt Production: Exploiting vast coastal solar salt potential for both domestic use and industrial export.
