The Ministry of Commerce & Industry is the Federal Government of Somalia’s lead institution on private-sector development, trade, industrial policy, business registration, consumer protection, and cooperatives. Our mandate is derived from the Provisional Federal Constitution, the Council of Ministers’ instruments of the Federal Government, and sector laws and regulations.
Operate the Somalia Business Registration and Licensing System (SBRLS) at ebusiness.gov.so. Register companies, single proprietors, cooperatives, and industrial firms under the Company Law (2019), Company Law Regulation (2021), and MoCI tariff schedule.
Negotiate and implement trade agreements: AfCFTA (Somalia ratified, strategy published), COMESA (member), EAC (accession in progress), Horn of Africa Initiative (HoAI) trade facilitation roadmap. Operate STIP (stip.gov.so).
Run the Simplified Trade Regime (STR) on the Somali–Kenyan border. Implement the National Export Development & Promotion Strategy. Operate the Fuel Market Monitoring Unit (FMMU).
Lead implementation of Siyaasada Warshadaha (national Industrial Policy). Work with UNIDO on sector assessments and SEZs.
Protect consumers from unsafe or substandard goods; enforce competition policy; coordinate with Somalia Bureau of Standards (SoBS).
Develop SMEs and cooperatives; coordinate women and youth enterprise programmes; issue cooperative registration certificates.
Maintain the Trademark Registry under Trade Mark Law No. 3 of 1955 (as amended 1975 & 1987).
Produce sector analysis, trade statistics, and evidence for ministry and Council of Ministers' decisions.
Oversee SOEs in the commerce and industry sector (per the Council of Ministers' instrument transferring this function to MoCI).
